Sergei is a partner in our Frankfurt office, qualified in English law, and he specialises in several key areas. His expertise includes Infrastructure and Public-Private Partnerships (PPPs), with a strong focus on sectors such as hospitals, roads, airports, and railways. Additionally, Sergei is well-versed in export finance and various trade finance solutions, including borrowing base financing, pre-export financing, and commodities financing. He also handles non-standard commodity-related arrangements, such as prepaid forward and deferred purchase price structures. Furthermore, Sergei is deeply involved in the energy sector and energy transition projects, working across a wide array of sectors including renewables like wind, solar, hydrogen, and biofuel, as well as EV battery gigafactories.

Sergei primarily represents financial institutions, multilaterals, ECAs, sponsors and trading houses. His expertise extends beyond finance documentation, including advising clients on project-related documents such as concession agreements, off-take/supply agreements, PPAs and tender documents.

Sergei's experience includes advising:

  • national and international lenders, multilaterals, sponsors and ECAs on the project financing and restructurings of PPP projects in Türkiye (such as Bilkent and Mersin hospitals, the Third Bosphorus Bridge and Ankara Esenboga Airport) and other jurisdictions;

  • financial institutions and ECAs (such as SACE, Hermes, SERV, KUKE, Bpifrance, Atradius, K-Sure, KEXIM, OeKB, UKEF, Sinosure, Credendo and NEXI) on tied, multi-tied and untied (including under SACE push strategy) financings to importers in various jurisdictions, including Türkiye;

  • a consortium of Turkish lenders, JP Morgan and UKEF on the USD 710 million financing of the design, construction, operation and maintenance of the approx. 1300 MWp PV power plant in the Karapinar region of Türkiye (Europe ESG Deal of the Year (PFI Awards); Best Deal (Global Trade Review); Project Finance Deal of the Year (IFLR Europe); Best Structured Finance Deal in CEE (EMEA Finance) and Best Green-line Syndicated Loan (EMEA finance) and many other awards);

  • International Finance Corporation (IFC) on the complex USD 165 million senior debt financing of five green-field ceramics tiles plants in Senegal, Zambia, Cameroon, Democratic Republic of Congo (DRC), and Mozambique, and one brown-field expansion of ceramics tiles plant in Ghana; and

Sergei has more than eighteen years of experience in advising clients on their transactions in Türkiye, the Caspian region, Europe, Africa and the Middle East.

Before joining Simmons & Simmons, Sergei worked at a magic circle law firm in London, Frankfurt and other offices. Sergei also holds an Executive MBA degree from Frankfurt School of Finance & Management.
