EU recovery plan for health tech - France
We look at how France plans to improve its health technology.
Member States must develop national plans for recovery and resilience which include measures for the implementation of public investment and reforms; they may also include public schemes aimed at stimulating private investment. Investments in health and technology: selected areas of interest
Digital health (2bn)
Investment: development of e-health and improvement of health data processing
Resources: 2bn
The goal: making France a leader in e-health innovation and setting up an online platform (Mon Espace Santé) that will improve cooperation between the various health actors and facilitate citizens' access to their health documents and data.
Targeted beneficiaries: tech companies (software solution editors).
Funding: software solution editors must first follow a referencing process to validate the compliance of their software solutions with the Referencing Specification Documents (the referencing portal is open since August 31, 2021). Once the referencing is obtained, funding is paid to the editors to cover the costs of implementing the referenced version (within the limits of funding caps).
Digital transformation of small and medium-sized companies (400m)
Investment: digitalisation of French small and medium-size companies
Resources: 400m (guarantees granted by the French government to help French small and medium-size companies obtaining loans)
The goal: promote the attractiveness, competitiveness and upmarket positioning of French small and medium-size companies. Three measures have been established: (i) support for small and medium-size companies wishing to engage a digital transformation process, (ii) an in-depth digital diagnostic with a personalized action plan, and (iii) a guarantee to facilitate access to bank loans for small companies (less than 50 employees) wishing to undertake a project to digitalise their business.
These measures are reflected in the implementation of the www.francenum.gouv.fr website.
Targeted beneficiaries: French small and medium-size companies
Funding: the support system is in place until December 31, 2023 (service worth 100 to 300 euros per company), the diagnostic is in place until December 31, 2021 (service worth 600 euros per company) and the loan guarantee is in place until June 2022 (maximum 50,000 euros per loan and per company)
Digital transformation of the state and territories
Investment: Digital transformation of the State and territories to improve public service
Resources: 1bn
The goal: support innovation and digital transformation of the State through investments in various sectors: cybersecurity (to accelerate the State's security in the face of digital risks), the development of digital educational resources and the creation of a digital identity (to allow secured access to online public services).
Targeted beneficiaries: software editors, telecom operators, digital services companies, small and medium-size companies and digital startups.
Funding: the funding will be allocated from 2021 to 2022, and is divided into several sectors (in particular: cybersecurity, 136m / educational continuity, 131m / digital identity, 72m).
