The EU global provision
NextGenerationEU is the European response to the post-pandemic crisis. It is a €750bn temporary recovery instrument to help repair the immediate economic and social damage brought about by the coronavirus pandemic.
The Council adopted on 11 February 2021 the regulation establishing the Recovery and Resilience Facility (RRF), which is the heart of the Next Generation EU recovery instrument.
How do Member States get access to funds?
Member States must develop national plans for recovery and resilience which include measures for the implementation of public investment and reforms; they may also include public schemes aimed at stimulating private investment.
The EU countries plans are asked to set out a coherent package of projects, reforms and investments in six policy areas:
- the green transition;
- digital transformation;
- smart, sustainable and inclusive growth and jobs;
- social and territorial cohesion;
- health and resilience;
- policies for the next generation, including education and skills.

EU4HEALTH
Among the sources of economic support put in place by the European Union, it is also worth mentioning the EU4Health fund, which is the EU’s response to COVID-19 impact on medical and healthcare staff, patients and health systems in Europe. It is the largest health programme ever and will invest over ��5bn over seven years (2021-2027) to improve health in the Union.
Legal entities from a Member State, an overseas country or from a third country associated to the Programme, or any international organisation are eligible.
