Since the beginning of the industrial revolution, England and Wales have been pioneers in the development of public-private partnerships (PPPs). The sector grew strongly under the 1997 to 2010 labour government, which was looking to increase national investment in infrastructure without increasing public debt, and projects of all kinds - design-build-finance-maintain, design-build-finance-maintain-operate, design-build-operate and concessions - were given public support, often under the private finance initiative (PFI).
